Lead is a naturally occurring element that is toxic to humans of all ages, but it is children under the age of 6 that are most vulnerable. Current studies suggest that the primary sources of lead exposure for most children are deteriorating lead-based paint, lead contaminated dust, and lead contaminated residential soil. Numerous federal and state laws, regulations and guidelines have been promulgated in an effort to minimize the effects of lead-based paint exposure. Our accredited staff has experience with Fannie Mae, Freddie Mac, and HUD testing protocols.
Lead-Based Paint Inspection and Risk Assessment
Testing for lead in paint and soil is conducted by trained and accredited staff utilizing XRF technology to assess the presence, location, and quantity of lead-based paint and lead-contaminated soil in and around buildings. Javelin’s lead inspectors assess the condition of all painted surfaces and document areas of chipping, peeling, or cracking.
Lead-contaminated dust is one of the most common sources of lead exposure for adults and children. Javelin evaluates the levels of lead-contaminated dust levels within a building by collecting “dust wipes” samples and submitting the samples to an accredited laboratory for analysis. Ingestion of lead-contaminated soil is a significant source of lead exposure for children.
We evaluate soil lead levels by collecting samples around buildings and play areas and then submitting the samples for analysis by an accredited laboratory.
Javelin provides a comprehensive lead-based paint inspection and hazard assessment report that documents the presence and condition of lead-based paint and provides action items necessary for compliance with federal, state, and local regulations.
Lead Hazard Control Plan
After determining the presence and condition of lead-based paint in a building, proper procedures to minimize exposure to building occupants and workers should be implemented. Javelin’s experienced lead assessors have developed Lead Hazard Control Plans for multi-family facilities in accordance with HUD guidelines.
Typically, a Lead Hazard Control Plan consists of the following elements:
Interim management controls to effectively manage lead-paint hazards including worker training, medical surveillance, work practices for unit turnover and maintenance, and record keeping
Lead-paint abatement strategies
Tenant notification requirements in accordance with the Residential Lead-Based Paint Hazard Reduction Act of 1992 (also known as Title X)
Federal, state and local regulations under which the facility must comply
Lead Abatement Specification, Monitoring, and Clearance Testing
The Javelin Group provides cost-effective abatement project specifications, coordination of the bid phase of the project, and assistance with the selection of a qualified lead-paint abatement contractor. During the abatement project, we closely monitor contractor activities to ensure safe and proper work practices are utilized.
Our accredited and licensed lead professionals prepare daily logs of contractor activities, perform containment inspections, and conduct final clearance testing to ensure the area is in compliance with regulations and is safe to reoccupy.
At the completion of the abatement project, Javelin prepares an abatement project report documenting all abatement activities and providing air monitoring data, project daily logs, final clearance results, and copies of waste manifests.
